A new motion will be presented that will replace the previous motion. The motion to amend the bylaws to add the Faculty Research Oversight Committee has been denied. Abel read a statement from Chancellor Jones indicating why he was denying the motion. "Pursuant to our discussion on Decem b er 3, 2004, I am not approving the attached motion regarding the faculty senate oversight committee. Specifically the motion seeks to amend the faculty senate bylaws to create a Faculty Research Oversight Committee to review classified and proprietary re s earch. This is a matter left by Board of Regents' Policy to the discretion of the president and chancellors. It will be dealt with on a statewide basis through University Regulation." Joan Leguard stated that she thought the policy on classified resear c h had been resolved when the previous chancellor did not sign the motion and it therefore went into effect. Abel indicated that was correct, but we still needed to change the bylaws to create the faculty research oversight committee. The chancellor has now denied that motion on the grounds that this is Board of Regents' policy and is to the discretion of the president and chancellor. Abel indicated that the Senate could override the veto if they wish. \par \par \par \par III\tab Public Comments/Questions - none \par \par \par IV\tab President's Comments - Abel Bult-Ito \par \par Abel indicated that he asked the Chancellor to veto the original motion on acceptable degree policy because it created a legal liability to the university. A replacement motion that does not include the list of institutions has been drafted with help from General Council and Jamo Parrish. \par \par Abel indicated that he was a member of the General Council search committee. He was there as a faculty representative for all UA faculty. Three of the five candidates interviewed have been forwarded to President Hamilton for his final decision. \par \par The UA Vice President for Academic and Student Affairs search committee has not met yet. Their work will start in a few weeks. \par \par Abel is also on the Enrollment Management task force. It is co-chaired by Claudia Clark and Tim Barnett. The task force is charged with crafting an enrollment management plan by January 31, 2005. An important aspect of this is to put enrollment numbers to programs. This is a request from the UA statewide admini s tration to Chancellor Jones. He subsequently appointed the Enrollment Management committee to deal with that. It will set some direction to where ÃÛÌÒÓ°Ïñ will go in the future. It is a document that will be crafted before the new strategic plan. They are still in the data-gathering mode. \par \par Abel is also a member of the Chancellor\rquote s Campus Diversity Action Committee. This committee was proposed by the Governance Coordinating Committee (GCC) to address a host of diversity issues on campus. They are in the pr ocess of finalizing their mission and goal statements. There is faculty, staff and student representative. The chair reports to the Chancellor. Earlina Bowen is an ex-officio member of the committee. This committee will take over tasks from the GCC Dive r sity and Tolerance Committee. There is a lot of interest in diversity issues and in women's issues. Abel has received a number of requests from staff asking to be on the Committee on the Status of Women. There is no provision in the bylaws for staff me mbership, so they can participate not as members, but as guests. Staff will be looking at forming their own committee. \par \par At the recent Statewide Systems Governance president's retreat, composed of all three MAUs, the draft governance policy and regulation were passed. They accepted the changes from the ÃÛÌÒÓ°Ïñ Faculty Senate. This will go forward to the Board of Regents at their February meeting. \par \par Ron Barry asked if the enrollment projection data came from PAIR. Abel indicated that a lot of data does come from PAIR related to enrollment. The deans have also been asked to give their projection of enrollment for the next five years. \par \par \par \par V\tab A.\tab Remarks by Chancellor Steve Jones \par \par Chancellor Jones asked if there were any questions on the motions. Abel indicated that he strongly requests that the motion of degrees be vetoed, as there is a new one on the floor of the Senate. The Chancellor indicated that he will veto the motion on acceptable degrees. \par \par Chancellor Jones spoke on the Information Technology (IT) mer ger with statewide. It will combine under Steve Smith at statewide, responsibility for three key elements of IT management administration at both ÃÛÌÒÓ°Ïñ and statewide. Chancellor Jones made it clear that Steve Smith now has two lines of reporting. For sta tewide issues he will report to Hamilton and for those areas affecting ÃÛÌÒÓ°Ïñ he will report to the Chancellor. It is not a take over by statewide. \par \par President Hamilton has asked Denis Wiesenburg to assume statewide responsibility for the School of Fisheries and Ocean Sciences. Buck Sharpton has also been asked to take statewide lead on things related to geospatial sciences and serve on a statewide governors office committee. \par Curt Madison at the Center for Distance Education (CDE) will assume a statewide coordination role for distance education across the system. \par The IT merger is a greater recognition of the strength we have at ÃÛÌÒÓ°Ïñ coupling our strength with what they have at statewide. \par \par Abel received a draft \ldblquote White Paper\rdblquote from Mike Sfraga at statewide. It is called "University of ÃÛÌÒÓ°Ïñ supporting students at a distance." It is very preliminary draft. It has gone out to CRA for their comments and then it will go back to statewide. This will hopefully come to us for our next meeting. \par \par The second ar ea that Chancellor Jones spoke on was a greater emphasis at statewide and ÃÛÌÒÓ°Ïñ, UAA, and UAS for any new programs, new buildings, and anything we envision as a new endeavor. There is greater pressure to support these activities with a business plan. It i s not enough to say we need a new research building, but instead we have to back it up with a financial plan and how we will pay for it. And, how it will be maintained. New programs as well will need a plan. The initial planning for a joint PhD in Psyc h ology is underway. It is easy to recognize the need for Ph.D.s in Psychology, but it will cost $1 million a year. We need to determine how it will be paid for. Even our Presidential Professors that we have received funding to support them from Presiden t Hamilton. The funding is only a 2-5 year commitment. They are asking how it will be covered after three years. There is a general trend to make us more conscious of how we will sustain things whether it is a building, program, or professorship. \par \par Anoth er search will be held for a Vice Chancellor for Research and Economic Development. This position will take the funding lines from the current Vice Provost for Research, and convert it into a position that will report directly to the Chancellor. We have been agonizing over the total group of things that will report to this position. Each of the major research units has both a research component and an academic component. To split them away from the Provost and Dean's Council doesn't make sense. The new position needs to support new and existing research. Paul McCarthy will chair an ad hoc committee composed of Roger Smith, Denis Weisenburg, and Brian Barnes to make recommendations to the Chancellor. Right now reporting to that position is Sponsored Pr ograms, Office of Research Integrity, and several other research support units. He hopes to name a search committee in January-February. He will talk with Abel about faculty representation. Who will be the chair is undecided. \par \par Michele Hebert asked about the shared responsibility for other statewide programs. Paul Reichardt indicated that there is a partnership with UAA for the nursing program. \par \par Karen Erickson asked about the cross cutting themes between the two vice chancellor positions. They are all interconnected, including Bernice Joseph. The new position will empower faculty through their academic & research centers to be more effect grants makers, to be more collaborative. Jake Poole's position is to raise money for various needs of the univer s ity. The principle, to make sure we can attract and retain the world class faculty we have, to increase the number of fellowship, internships, scholarships, to bring money for equipment, to help us establish more infrastructure on campus including new bu ilding. The positions will continue to work together. Reichardt \par }\pard \ql \li0\ri0\widctlpar\faauto\adjustright\rin0\lin0\itap0 {\insrsid5249398 \par Provost Reichardt attended the annual meeting of the National Association of State Universities and Land Grant Colleges. Three items came out of that meeting. It was dominated by issues relating to international education, from curricular questions to questions on demonstrating a second language competency as a graduation requirement. Also the Global studies minor and the business of international students and the way security concerns and security bureauacy had impacted it. The second item is the role of the public university as an entrepreneurial organization and how it related to the Vice Chancellor for Research and Economic Development. How does this relate to academic pr o grams? There are stories about the role universities have played in regional economic development and the ways that has benefited their programs. This is something that needs the attention of faculty to make sure that as we get into more entrepreneurial endeavors that we maintain our focus as institutions of higher education. The third item concerns the announcement from the Carnegie Foundation that they are going to do an overhaul of the Carnegie classifications. The classifications were developed to a ssist scholars to identify similar institutions. The net effect was to create boxes. We are presently a Research Intensive University. The new classification would be more of a matrix and would be classified by ten or more criteria. Criteria might inc lude size, location, student credit hours, etc. The system will change to a matrix approach. There are many funding opportunities that are presently tied to classification. \par \par The Chancellor is headed to meeting of the Presidents Council with several thin gs on the agenda. One of the items is a five-year plan for new degree programs from each of the MAUs. The list includes those that have been through the Faculty Senate and others that are being planned. \par \par The Provost is in the midst of budget meetings. They are looking at where we stand in FY05 and FY06. They are trying to confirm the composition and responsibilities of a budget committee. The one thing that clearly came out of the meeting today was that the price of fixed costs has increased. It is largely driven by the rising cost of oil. It has used up a big piece of discretionary funds. \par \par \par VI\tab Guest Speaker - Heather Havel \par \par MyUA presentation (www.alaska.edu/myua/myua-uaf) \par \par Presentation on MyUA by Heather Havel and Tom Moyer. \par \par The MyUA portal will integrate with Banner. It is tab driven. The channels are a way of getting information from the outside to MyUA in a meaningful way. The issue is the elimination of dial-up service for students, faculty and staff. This resolution ill ustrates some of the problems that exist. There are a number of students who don't have alternatives or it will be a very expensive alternative for those in rural ÃÛÌÒÓ°Ïñ. What we should be looking at a way to provide universal access instead of making t h e digital divide even greater. The other issue is that students are not going to know about this. Students will be enrolling in class next semester without knowing that they will have to purchase Internet access. John Aspnes asked if off-campus users w ould be willing to pay a fee for that service. Mike indicated that rural student and faculty will have to purchase a service in their home region and then if they come to urban areas they will need additional service. Many students will not have local s ervice--all their connect to the Internet is long distance. \par \par Michelle He'bert asked if this was something to pass on to Steve Smith. Jane Weber suggested a small committee to work with administration to define the problems these students will have and to look into solutions. Rainer Newberry indicated there are two issues in the resolution. One is the problems that are going to be cause for rural students. The other is about faculty travel. He recommended changes to the resolution to remove those para graphs. We need to focus on students. \par \par Shirish Patil stated that about six months ago Steve Smith sent out an email systemwide to everybody saying that this would happen. He asked if anyone had brought up these problems. Abel indicated that he had send an email pointing out a lot of these issues. \par \par There was further discussion on the discrepancy of data between sources. It was recommended that paragraph be deleted as well. Steve Cysewski indicated that we need to emphasize the needs of rural student s. Carol Barnhardt spoke about the communities where the university has a good relationship with the schools. In those communities the students do not have any problems.
