Transparency in Research: Federal Funding Agency Requirements
Complying with Department of Defense Policy when Completing Grant Applications
The information below is intended to guide users to complete the DOD Current & Pending Support, Biosketches and Facilities, Equipment and Other Resources, beginning October 1, 2020.
Note that in addition to the traditional forms of support, some Institutional resources must also be disclosed.
Current & Pending Support, Biosketches and Facilities, Equipment and Other Resources
Current and Pending Support and Biosketches must be provided for all senior personnel and faculty associates. The term "senior personnel" includes:
(Co)Principal Investigator(s) - the individual(s) designated by the grantee and approved by NSF who will be responsible for the project's scientific or technical direction. If more than one, the first one listed will have primary responsibility for the project and the submission of reports.
Faculty Associate (faculty member) - an individual other than the Principal Investigator(s) considered by the performing institution to be a member of its faculty or who holds an appointment as a faculty member at another institution and who will participate in the project.
Current & Pending Support
On March 20, 2019, the Department of Defense issued a that established new current and pending support requirements for Notices of Funding Opportunities for research and research-related educational activities. These requirements were implemented for the following purposes:
- To support the protection of intellectual property, controlled information, key personnel, and information about critical technologies relevant to national security; and
- To limit undue influence, including through foreign talent programs, by countries aiming to exploit United States technology involving the Department of Defense research, science and technology, and innovation enterprise.
As of April 20, 2019, all key personnel must submit current and pending support documentation that includes the following:
- A list of all current projects the individual is working on, in addition to any future support the individual has applied to receive, regardless of the source.
- Title and objectives of the other research projects.
- The percentage per year to be devoted to the other projects.
- The total amount of support the individual receives in connection to each of the other research projects or will receive if other proposals are awarded.
- Name and address of the agencies and/or other parties supporting the other research projects.
- Period of performance for the other research projects.
This information is required for all key personnel, regardless of whether their efforts under the project are to be funded by the DOD.
Failure to submit this information may cause a proposal to be returned without further review. Additionally, the DOD has stated that it reserves the right to request further details from a proposer before deciding on funding the project.
Note that a particular program solicitation may include additional or differing requirements for current support documentation and should be reviewed closely.

Limits on Participation in Certain Foreign Talent Recruitment Programs
On June 7, 2019, DOE issued which requires those performing work on DOE contracts to disclose fully and, as necessary, terminate affiliations with foreign government-supported talent recruitment programs from countries deemed by DOE to be high risk (China, Russia, Iran, and North Korea). Talent recruitment programs are defined to include "foreign-state-sponsored attempt(s) to acquire US scientific-funded research or technology through foreign government-run or funded recruitment programs that target scientists, engineers, academics, researchers, and entrepreneurs of all nationalities working or educated in the United States.
In conjunction with this foreign talent program prohibition for DOE contractors, new quarterly reporting relating to senior or key personnel has been imposed.
Although this directive currently applies to DOE contracts, it is expected that the ban on participating in foreign talent recruitment programs may be extended to cooperative agreements and grants in the future.
Current & Pending Support and Biosketches
Current and Pending Support and Biosketches must be provided for all senior personnel and faculty associates. The term "" includes:
(Co)Principal Investigator(s) - the individual(s) designated by the grantee and approved by DOE who will be responsible for the project's scientific or technical direction. If more than one, the first one listed will have primary responsibility for the project and the submission of reports.
Faculty Associate (faculty member) - an individual other than the Principal Investigator(s) considered by the performing institution to be a member of its faculty or who holds an appointment as a faculty member at another institution and who will participate in the project.
Current & Pending Support
Current and Pending support is intended to allow the identification of potential duplication, overcommitment, potential conflicts of interest or commitment, and all other sources of support.
The PI and each senior/key person at the prime applicant and any proposed subaward must provide a list of all sponsored activities, awards, and appointments, whether paid or unpaid;
- provided as a gift with terms or conditions or provided as a gift without terms or conditions;
- fulltime, part-time, or voluntary positions;
- faculty, visiting, adjunct, or honorary;
- cash or in-kind;
- foreign or domestic;
- governmental or private-sector;
directly supporting the individual's research or indirectly supporting the individual by supporting students, research staff, space, equipment, or other research expenses.
All foreign government-sponsored talent recruitment programs must be identified in current and pending support.
The DOE Office of Science requires the use of the format approved by the National Science Foundation (NSF), which may be generated by the , a cooperative venture maintained at , and is also available at . The use of a format required by another agency is intended to reduce the administrative burden to researchers by promoting the use of common formats.
For every activity, list the following items:
- The sponsor of the activity or the source of funding
- The award or other identifying number
- The title of the award or activity. If the title of the award or activity is not descriptive, add a brief description of the research being performed that would identify any overlaps or synergies with the proposed research.
- The total cost or value of the award or activity, including direct and indirect costs. For pending proposals, provide the total amount of requested funding.
- The award period (start date – end date).
- The person-months of effort per year being dedicated to the award or activity
If required to identify overlap, duplication of effort, or synergistic efforts, append a description of the other award or activity to the current and pending support.
Details of any obligations, contractual or otherwise, to any program, entity, or organization sponsored.

Biosketch
A biosketch is to provide information that can be used by reviewers to evaluate the PI's potential for leadership within the scientific community. Examples of information of interest are invited and/or public lectures, awards received, scientific program committees, conference or workshop organization, professional society activities, special international or industrial partnerships, reviewing or editorship activities, or other scientific leadership experiences.
The DOE Office of Science requires the use of the format approved by the National Science Foundation (NSF), which may be generated by the , a cooperative venture maintained at , and is also available at . The use of a format required by another agency is intended to reduce the administrative burden to researchers by promoting the use of common formats.
The biographical information (curriculum vitae) must include the following items within its page limit:
- Education and Training: Undergraduate, graduate and postdoctoral training, provide institution, major/area, degree and year.
- Research and Professional Experience: Beginning with the current position list, in chronological order, professional/academic positions with a brief description.
- Publications: Provide a list of up to 10 publications most closely related to the proposed project. For each publication, identify the names of all authors (in the same sequence in which they appear in the publication), the article title, book or journal title, volume number, page numbers, year of publication, and website address if available electronically. Patents, copyrights and software systems developed may be provided in addition to or substituted for publications. An abbreviated style such as the Physical Review Letters (PRL) convention for citations (list only the first author) may be used for publications with more than 10 authors.
- Synergistic Activities: List no more than 5 professional and scholarly activities related to the effort proposed.
In addition, the biographical sketch must include information to permit DOE to identify individuals who are conflicted with or potentially biased (favorably or unfavorably) against the investigator. Include a section entitled "Identification of Potential Conflicts of Interest or Bias in Selection of Reviewers" that will not count in a page limit. Provide the following information in this section:
- Collaborators and Co-editors: List in alphabetical order all persons, including their current organizational affiliation, who are, or who have been, collaborators or co-authors with you on a research project, book or book article, report, abstract, or paper during the 48 months 92 preceding the submission of this application. For publications or collaborations with more than 10 authors or participants, only list those individuals in the core group with whom the PI interacted on a regular basis while the research was being done. Also, list any individuals who are currently, or have been, co-editors with you on a special issue of a journal, compendium, or conference proceedings during the 24 months preceding the submission of this application. If there are no collaborators or co-editors to report, state "None."
- Graduate and Postdoctoral Advisors and Advisees: List the names and current organizational affiliations of your graduate advisor(s) and principal postdoctoral sponsor(s). Also, list the names and current organizational affiliations of your graduate students and postdoctoral associates.
Personally Identifiable Information: Do not include sensitive and protected personally identifiable information including social security numbers, birthdates, citizenship, marital status, or home addresses. Do not include information that a merit reviewer should not make use of.

Current & Pending Support
PIs and Co-PIs must provide full disclosure of all ongoing and pending projects and proposals, both domestic and foreign, regardless of whether salary support is received and in which they are performing or will perform any part of the work. Co-Is proposing to spend 10% or more of their time on the proposed effort must disclose ongoing and pending projects and proposals that require greater than 10% of their time.
Current and pending support is not required for Co-Is at non-U.S. institutions and is usually not required for students (although it may be requested).

Biosketch
The biographical sketch must include professional experiences and positions, along with a bibliography of publications, especially those relevant to the proposed investigation. A description of scientific, technical, and management performance on relevant prior research projects must also be included.

Other – NASA China Certifications and Questionnaire
According to the Grant Information Circular 12-01 Class Deviation Implementing NASA Restrictions On Funding Activities With The People's Republic Of China (PRC) Effective April 25, 2011
"NASA is restricted by specific applications of Section 1340(a) of The Department of Defense and Full-Year Appropriations Act, Public Law 112-10 (NASA's 2011 continuing resolution), and Section 539 of the Consolidated and Further Continuing Appropriation Act of 2012, Public Law 112-55 (NASA's FY 2012 appropriation) from using funding appropriated in the Acts to enter into or fund any grant or cooperative agreement of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company, at the prime recipient level or at any subrecipient level, whether the bilateral involvement is funded or performed under a no-exchange of funds arrangement."

The information below is intended to guide users to complete the NIH Other Support, Biosketches, and Foreign Component information, beginning May 25, 2021.
IMPORTANT UPDATE (03/17/2021) - Upcoming Changes to the Biosketch and Other Support Format Page for Due Dates on or after May 25, 2021
On March 12, 2021, NIH issued , which announced updated application forms and instructions intended to further promote transparency and full disclosure of all resources (both domestic and foreign) that directly support the individual's research endeavors. All proposal applications and Just-In-Time requests either submitted or with due dates on or after May 25, 2021, must comply with these new requirements.

Biosketch
Appointments: All positions, domestic and foreign, including titled academic, professional, or institutional and regardless whether full-time, part-time, voluntary, adjunct, visiting, honorary, or if remuneration is received.
Include all external positions and scientific appointments, including affiliations with foreign entities or governments. This includes titled academic, professional, or institutional appointments if remuneration of any kind (compensation or in-kind) is received, and whether full-time, part-time, or voluntary (including adjunct, visiting, or honorary), as Other Support if held by senior/key personnel and regardless of whether awarded through ÃÛÌÒÓ°Ïñ, another institution or directly to the researcher.
Note that external appointments that do not involve any remuneration should be reported in the Biosketch, and paid appointments must be included in Other Support.
Changes effective May 25, 2021:
Section A
- Section A ("Personal Statement") adds language specifying that this section should be used for "including details on ongoing and completed research projects from the past three years that the researcher wants to draw attention to (previously known as research support)".
Section B
- Section B, "Positions and Honors," has been renamed "Positions, Scientific Appointments, and Honors".
- Changes order of listing from "chronological order" to "reverse chronological order."
- Revised to include the following specific language: "List in reverse chronological order all positions and scientific appointments both domestic and foreign, including affiliations with foreign entities or governments. This includes titled academic, professional, or institutional appointments whether or not remuneration is received, and whether full-time, part-time, or voluntary (including adjunct, visiting, or honorary)."
Section D
- Non-Fellowship Biosketches - Section D ("Scholastic Performance") has been removed.
- Fellowship Biosketches - Section D ("Scholastic Performance") has been updated to remove "Research Support".
Updated SciENcv Template
NIH anticipates that the updated SciENcv Biosketch template will be available by FY2022. Those with existing biosketches in SciENcv should be able to transfer their current biosketch information to the new format.

Foreign Components
NIH requires grantees to seek prior approval of all international activities related to NIH-funded projects, regardless of whether NIH funds are used to support the activity.
Performance of any significant part of an NIH project outside of the US, including, but not limited to:
- international collaborations involving activities outside of the US.
- other research activities related to the grant, performed at a foreign location
Note: If the PI expects to name a foreign collaborator on any publications resulting for than NIH-funded project, name the person and the entity as a "foreign component" in the application, and seek prior approval before engaging the collaborator.

Gifts made to ÃÛÌÒÓ°Ïñ
ÃÛÌÒÓ°Ïñ and the federal government define a gift as something given without expectation of anything in return. If an item or service meets the definition of a gift, it is not reported as Current and Pending Support. If a gift was given to ÃÛÌÒÓ°Ïñ for use on a specific research activity, the funds must be disclosed as Other Support. Also, an item or service given with the expectation of an associated time commitment is not a gift and is instead an in-kind contribution and must be reported to NIH.
Start-up funds
ÃÛÌÒÓ°Ïñ start-up packages provided to the PI from ÃÛÌÒÓ°Ïñ are NOT included in Current and Pending Support. Start-up packages from institutions other than ÃÛÌÒÓ°Ïñ must be reported in Current and Pending Support.
Other Support
ATTENTION: NEW CHANGES TO OTHER SUPPORT, EFFECTIVE MAY 25, 2021 (see NIH Notice No. NOT-OD-21-073, issued March 12, 2021)
Re-Organization of Form
- The format page has been restructured, separating funded projects from in-kind contributions.
Signature Block Added
- All PD/PIs and other senior/key personnel must electronically sign the Other Support form prior to submission to NIH, certifying that the information is accurate and complete. Other Support forms must be submitted as a flattened PDF after all signatures are obtained. Original electronic signatures must be maintained and made available upon request
Supporting Documentation Relating to Foreign Activities or Resources
- If the Other Support submission includes foreign activities or resources, copies of contracts, grants, or any other agreements specific to the PD/PI or other senior/key-personnel's foreign appointments, affiliations, and/or employment with a foreign institution must be included with the Other Support submission. These documents must be translated into English if they are in a foreign language.
Immediate Notification of Undisclosed Other Support
- If an organization discovers that a PD/PI or other senior/key personnel on an active NIH grant failed to disclose Other Support information outside of Just-in-Time or RPPR submissions, the institution must submit updated Other Support to the Grants Management Specialist named in the Notice of Award as soon as it becomes known.
Formatting & Future Transition to SciENcv
- NIH anticipates that the SciENcv template for Other Support will be available beginning in FY 2022. Until then, the MS Word version of the Other Support form should be used. (It must be converted to PDF and electronically signed prior to submission.)
In addition to the above new requirements (which go into effect May 25, 2021), Other Support submissions must report the following, based on current, established NIH requirements:
NIH uses the information submitted in the Current and Pending Support section to assess the individual researcher's capacity to carry out the project as proposed and help assess any potential overlap or duplication with the project being proposed.
NIH requires information on awards from the past 3 years, current and pending support for ongoing projects and proposals.
All domestic and foreign research collaborations that directly benefit the researcher's research endeavors.
Include the following Other Support information:
All planned, pending and current project support and in-kind support that is either provided directly to the individual, or through an organization in support of that individual's research endeavors, from whatever source, including, but not limited to:
Contracts or Cooperative Agreements for Research – All such sponsored agreements for research or educational activities that take place at ÃÛÌÒÓ°Ïñ or elsewhere must be included as Current and Pending Support.
Consulting activities that involve performing research for other entities must be included in Other Support.
Reminder: Consulting Agreements - Consulting activities must be reported through the ÃÛÌÒÓ°Ïñ Conflict of Interest Disclosure system regardless of whether external consulting supports research endeavors.
Fellowship Program - Included in Other Support If the fellowship is granted to the Principal Investigator and/or key personnel.
Foreign Talent Program1 - Include in Other Support for the Principal Investigator and any senior/key personnel.
Grants for Research - Included as Other Support regardless of whether or not they are based at ÃÛÌÒÓ°Ïñ.
In-kind Support
In-kind support: Other resources made available to a researcher in support of and/or related to all of their research endeavors, regardless of whether they have monetary value and whether they are based at the institution the researcher identifies for the current grant. This includes but is not limited to:
- Resources and/or financial support from all foreign and domestic entities that are available to the researcher. This includes but is not limited to:
- financial support for laboratory personnel- postdoctoral fellowships paid directly to a researcher funded by a foundation or other organization- the provision of high-value materials that are not freely available (e.g., biologics, chemical, model systems, technology, etc.).
- Institutional resources, such as core facilities or shared equipment that are made broadly available, should not be included in Other Support but rather listed under Facilities and Other Resources.
- All domestic and foreign research collaborations that directly benefit the researcher's research endeavors.
- report collaborators with whose experiments directly benefit your researcher- provide you with "high value" materials, samples, etc. that you would plan to acknowledge as contributions to your work in a publication.
When in doubt, err on the side of disclosure to federal sponsors.
Projects and Activities - All Projects and Activities not already included above are included as Other Support if the project or activity supports an individual's research in any way at ÃÛÌÒÓ°Ïñ or any institution or entity.

Current & Pending Support
NSF uses the information submitted in the Current and Pending Support section to assess the individual researcher's capacity to carry out the project as proposed and help assess any potential overlap or duplication with the project being proposed.
NSF requires information on all current and pending support for ongoing projects and proposals. Detailed information about the content is available in the Proposal and Award Policies and Procedures Guide (PAPPG), Chapter II.C.2.h. A set of frequently asked questions related to current and pending support also is available.
The proposed project and all other projects or activities requiring a portion of the PI/senior personnel's time must be included, even if they receive no salary support from the project(s).
If an in-kind contribution is not intended for use on the project/proposal being proposed to NSF but has an associated time commitment, the information must be included as part of the Current and Pending Support section of the proposal. If an in-kind contribution is intended for use on the project/proposal being proposed to NSF and either has an associated time commitment or not, the information must be included as part of the Facilities, Equipment and Other Resources section of the proposal and need not be replicated in the individual's Current and Pending Support submission.
If an in-kind contribution is not used on the project/proposal being proposed to NSF and has no associated time commitment, it need not be reported.
The total award amount for the entire award period covered (including indirect costs) must be provided, as well as the number of person-months (or partial person-months) per year to be devoted to the project by the individual.
Note that, per NSF: "It is important to note that NSF is not asking for how much time is budgeted for a particular individual(s), but rather how much time the individual(s) is/are planning to spend to complete the scope of work on the proposed project and/or award. If the individual(s) will be spending time on the proposed project or award, then that time must be reported."
Concurrent submission of a proposal to other organizations will not prejudice its review by NSF if disclosed. If the project (or any part of the project) now being submitted has been funded previously by a source other than NSF, information must be provided regarding the last period of funding.
Include the following Current & Pending Support information:
All planned, pending and current project support and in-kind support that is either provided directly to the individual or to the individual through their organization in support of that individual's research endeavors, from whatever source, including, but not limited to:

Include an aggregated description of the internal and external resources (both physical and personnel) that the organization and its collaborators will provide to the project, should it be funded. Such information must be provided in this section instead of other parts of the proposal (e.g., Budget Justification, Project Description).
Use a narrative description and do not include quantifiable financial information. Reviewers will evaluate the information during the merit review process, and the cognizant NSF Program Officer will review it for programmatic and technical sufficiency

When an award is selected for funding, review and update all forms as needed before submitting NSF.
Note that NSF's award terms and conditions require grantees to identify undisclosed current support or in-kind contributions that were active as of the date the proposal (or the pre-award update) was submitted to NSF. If undisclosed information is discovered, ÃÛÌÒÓ°Ïñ must report any undisclosed relationships to the NSF with 30 calendar days from the discovery. See report for more information. This reporting requirement remains in effect for the life of the NSF award.
